Assessments of Competence for the issue, revalidation or renewal of a TRI and/or SFI Certificate

In order to conduct assessments of competence for the issue, revalidation or renewal of a TRI or SFI certificates in the applicable aircraft category, the examiner must hold the necessary privileges detailed in Aircrew Regulation (EU) 1178/2011 Part-FCL Subpart K - Examiners: FCL.1005.TRE TRE - Privileges and conditions FCL.1005.TRE(A) (a)(5) or FCL.1005.TRE(H) (b)(4)

Examiner Privileges:

TRE(A): FCL.1005.TRE TRE(A) (a)(5) assessments of competence for the issue, revalidation or renewal of a TRI or SFI certificates in the applicable aircraft category, provided that they have completed at least 3 years as a TRE and have undergone specific training for the assessment of competence in accordance with point FCL.1015 (b).

TRE(H): FCL.1005.TRE TRE(H) (b)(4) assessments of competence for the issue, revalidation or renewal of a TRI(H) or SFI(H) certificates, provided that they have completed at least 3 years as a TRE and have undergone specific training for the assessment of competence in accordance with point FCL.1015 (b).

SFE(A): FCL.1005.SFE SFE(A) (a)(5) assessments of competence for the issue, revalidation or renewal of an SFI certificate in the relevant aircraft category, provided that they have completed at least 3 years as an SFE(A) and have undergone specific training for the assessment of competence in accordance with point FCL.1015(b).

SFE(H): FCL.1005.SFE SFE(H) (b)(4) assessments of competence for the issue, revalidation or renewal of an SFI(H) certificate, provided that they have completed at least 3 years as an SFE(H) and have undergone specific training for the assessment of competence in accordance with point FCL.1015(b).

 

Process for addition of TRE(A) (a)(5) or TRE(H) (b)(4) Privileges

As per the requirements laid out in FCL.1005.TRE TRE - Privileges and conditions, specific training is required to add the privilege of conducting an assessment of competence for the issue, revalidation or renewal of a TRI or SFI certificate.

 

The regulation FCL.1005.TRE (a)(5) states that specific training must take place in order to gain the privilege of a TRE to conduct AOCs for the issue, revalidation and renewal of TRI or SFI certificates. The regulation references the requirements of this training in accordance with FCL.1015(b), which specify the requirements of training as theoretical and practical, and must then be followed by an assessment of competence.

 

So in order to gain the  FCL.1005.TRE(A)/SFE(A) (a)(5) privileges or FCL.1005.TRE(H) (b)(4), you must complete:

 

  1. Theoretical elements of the TRI/SFI assessment of competence (this can be covered during your examiner refresher course)
  2. Practical instruction – conduct of a TRI/SFI assessment of competence under instruction/supervision (must provide evidence of training during the application or it will be rejected)
  3. Assessment of Competence (FCL.1020) for the role – demonstrate your competence to an inspector or Senior Examiner through the conduct of a TRI/SFI AOC in the role of examiner (this AOC can be used to both extend TRE privileges to include (a)(5) and also to revalidate the TRE certificate for a further 3 years.
