The Aeronautical Services Department (ASD) licenses the three State airports - Dublin, Shannon and Cork. It also licenses 12 other public licensed aerodromes, and 13 private licensed aerodromes.
Under Aviation law, an aerodromes requires licensing if commercial activities are being undertaken. The Irish Aviation Authority has established criteria for the approval of unlicensed sites for certain types of flight training. An approval for an unlicensed site is part of the approval process for the training facility. In the event the criteria cannot be met, and commercial activities are to take place, the site will need to be licensed.
