The Irish Aviation Authority (IAA) has published the Final Performance Plan for Reference Period 4 (RP4) of the Single European Sky performance and charging framework, which runs from 2025 to 2029. In April, the European Commission approved the Performance Plan for Ireland, and it was formally adopted by the State in June. This concludes the RP4 performance setting process.

 The RP4 Performance Plan covers En Route air navigation services in Irish airspace. It also covers Terminal services provided at Dublin, Shannon, and Cork airports. The included costs all relate to the provision or oversight of air traffic services, and are to be paid by the users of En Route and Terminal services over the regulatory period. The RP4 Performance Plan covers costs of the following entities:

•  AirNav Ireland
• Met Éireann Aviation Services Division (ASD)
• IAA supervision costs, state policy costs, and Eurocontrol costs

In total, in nominal terms, the Performance Plan allows for the collection of €1.06bn over the five-years through En Route and Terminal unit charges. However, if air traffic controller and engineer staffing level targets are not met, AirNav Ireland will be subject to a cost-related rebate of up to a maximum of 4% of Determined Costs.
