Protected Disclosures Annual Report 2025

Annual Report of Irish Aviation Authority under the Protected Disclosures Act 2014

Section 22 of the Protected Disclosures Act 2014 requires the publication of an Annual Report relating to Protected Disclosures received.

Pursuant to this requirement, the Irish Aviation Authority (IAA) herby confirm that 15 external reports were made or transmitted under Section 7 of the Act in 2025.

Of 15 external reports, 14 werereceived via the external reporting channel established under section 7(2B) of the Act, and 1 was transmitted by another prescribed person under section 7A(1)(b)(vi) of the Act.

With respect to the assessment of external reports, of the total number of reports received in 2025, no reports were awaiting completion of assessment at year end, and 14 were assessed as warranting further follow-up.

The matters assessed in the reports involved 2 criminal offences, 10 beaches of a legal obligation, 2 involving endangerment of health and safety, and 11 involving breaches of the EU laws within the scope of the EU Whistleblowing Directive. 

There were 14 investigations opened in 2025, with 2 being carried over from 2024. 11 reports were closed in 2025, and of those remaining open none exceeded 12 months. The average length of the investigations closed in the calender year was 87-days.

There was 1 internal report made under section 6 of the Act, which remained under assessment at the end of 2025.

The IAA processes reports in accordance with the internal and external reporting channels and procedures established in accordance with the Protected Disclosures Act 2014.
