IAA Publishes Volume II: SPAS Actions – 2025 Update

The Irish Aviation Authority (IAA) has published the 2025 update to Volume II: SPAS Actions of the Irish State Plan for Aviation Safety 2023–2025.

Volume II outlines the detailed safety objectives and actions necessary to implement the strategic priorities set out in Volume I. This year’s update reflects the IAA’s continued commitment to improving aviation safety performance across all domains of civil aviation.

Key highlights of the 2025 update include:

1 new action introduced to promote the establishment of Local Airspace Infringement Teams.
9 actions closed following successful completion within their timelines.
5 actions extended or deferred, due to expanded scope or reprioritisation.
The update maintains alignment with the European Plan for Aviation Safety (EPAS) 2024 Edition, and includes revised statistics and performance indicators to reflect current safety trends.

Volume II is structured across eight chapters, covering areas such as Safety Management, Flight Operations, Rotorcraft, ATM/ANS, Aerodromes, Airworthiness, General Aviation, and UAS/Innovative Air Mobility. Each chapter provides targeted actions, safety objectives, and performance indicators tailored to specific operational risks.

Aviation stakeholders are encouraged to review the updated SPAS and consider its objectives within their own safety management systems, as appropriate to their operations.
