Thessaloniki Forum on Airport Charges: Recommendations on Selection Criteria and Non-Discrimination

Today, the Commission is publishing two guidance reports that were adopted by the Thessaloniki Forum of European Airport Charges Regulators to assist in the implementation of the Airport Charges Directive (2009/12/EC).

The first report provides recommendations on the use of selection criteria in the context of the economic regulation of airports. The report discusses criteria to: 1) distinguish airports likely to have Significant Market Power and 2) decide on an appropriate form of economic regulation.

The second report provides Independent Supervisory Authorities with recommendations on the assessment of Non-Discrimination under the Airport Charges Directive.

These reports were written by a working group of the Forum, including the Commission. The reports were adopted by the Forum as a whole.

The Forum’s mission is to advise the European Commission on the implementation of the Airport Charges Directive and to promote best practices in the economic regulation of airports. The Forum will continue its work on other topics in 2019.
