Thessaloniki Forum on Airport Charges: Recommendations – Market Power Assessments
The Thessaloniki Forum of European Airport Charges Regulators has published two guidance reports to assist in the implementation of the Airport Charges Directive (2009/12/EC).
The first report focuses on providing recommendations to the European Commission on how economic market power assessments (“MPAs”) should best be used to ensure economic regulation of airports in the EU is appropriately targeted.
The second report provides Independent Supervisory Authorities with recommendations on best practices in conducting MPAs. The report provides examples of MPAs of airports in Ireland, the Netherlands and the UK.
These reports were written by a working group of the Forum, including the Commission. The reports have been adopted by the Forum as a whole.
The Forum’s mission is to advise the European Commission on the implementation of the Airport Charges Directive and to promote best practices in the economic regulation of airports. The Forum will continue its work on other topics in 2018.
