The Commission for Aviation Regulation (CAR) has issued an Operating Licence to Norwegian Air International Limited (NAI) in accordance with the legal framework set out under Regulation (EC) No 1008/2008.

An Operating Licence permits the holder to transport by air passengers, mail and/or cargo for payment. 

In order to qualify for an Operating Licence from the CAR, an applicant must satisfy certain requirements. These include the requirement to have its principal place of business in Ireland and its main occupation to be air transport. An applicant must also meet certain ownership and control requirements and provisions relating to insurance cover and financial fitness. 

Separately, in order to be granted an operating licence from the CAR, applicants must have, and for the duration of the Operating Licence maintain, a valid Air Operator's Certificate (AOC) which is granted by the Irish Aviation Authority.
