EASA publishes rules on Drones

The common European rules on drones, Commission Delegated Regulation (EU) 2019/945 & Commission Implementing Regulation (EU) 2019/947, have been published today. These rules have been published to ensure drone operations across Europe are safe and secure. The rules will amongst others help to protect the safety and the privacy of EU citizens while enabling the free circulation of drones and a level playing field within the European Union.
Peter Kearney, Chief Executive of the IAA said, “We have been working hard over the past number of years with other aviation authorities and the European Aviation Safety Agency on developing EU wide regulations for drones. Whilst Ireland has a relatively mature drone culture, we must continue to lead the way and ensure that future opportunities in this space are safely exploited as this dynamic sector continues to evolve.”
Ireland has taken a proactive role over the years in this constantly-evolving industry and was the first country in the world to introduce a mandatory drone register in 2015. There are now over 12,500 drones registered in Ireland, indicating the growth of the sector and the importance of appropriate regulatory controls to ensure safe operations. It is important that the legal and regulatory framework for drones continues to evolve and takes account of all considerations related to drone operations, chiefly safety, security, environment and privacy.
The new European legislation which has been developed over the past two years, is intended to further enhance the safety of drone operations and will introduce a standard approach across Europe to registered drones and their users. Drone operations are a societal issue however and the IAA is keen that all drone operators and the public are informed of the rules and restrictions around drones, the obligations and responsibilities on drone operators, but also the economic and social advantages that drone operations can deliver.
