Flight Restriction in the vicinity of Screggan, Tullamore, Co. Offaly The National Ploughing Championships 18th to 20th September 2018

1. The National Ploughing Championships will take place between 18th and 20th September 2018 inclusive.

2. The Irish Aviation Authority in pursuance of Articles 11 and 16 and Rule 9 of Part II of the Irish Aviation Authority (Rules of the Air) Order, 2004 (S.I. No. 72 of 2004), and in accordance with Commission Implementing Regulation (EU) No. 923/2012, SERA.3145 (Prohibited areas and Restricted areas), hereby directs as follows:-

3. TRA.
a. The purpose of the TRA, within which flight restrictions may apply, is to ensure the
safety of aircraft operating into and out of The National Ploughing Championships,
Screggan, Tullamore, Co. Offaly and of other air traffic operating in the vicinity of the
TRA in the period cited.
b. A restriction on the flying of aircraft, including small unmanned aircraft as defined in
S.I. No. 563 of 2015, shall apply in airspace in the vicinity of Screggan, Tullamore, Co.
Offaly, contained within the under mentioned:
c. TRA – County Offaly Area:
i. Lateral limits: Circle radius of 2.0 NM centred on 53º 15’ 17” N 007º 33’ 20” W
ii. Vertical limits: SFC to 2000 feet AMSL.
iii. Duration: 0530hrs UTC Tue 18th to 2000hrs UTC Thu 20th September 2018.

4. ATS Unit.
a. Airspace within the TRA so established is restricted to use by flights outlined and in
accordance with the restrictions at point 5 hereunder.
b. The Airspace contained within the TRA shall be classified as ICAO Class G. The ATS
Service within the TRA shall be a Flight Information Service (FIS) provided as follows:
Shannon FIS Frequency 127.500 MHz or, when active Military Operating Area (MOA) 4
and / or MOA 5 Bal Radar 122.000 MHz.

5. Flight Restrictions.
a. Flights Permitted.
i. State, Search and Rescue (SAR operational) and emergency air ambulance aircraft.
ii. Subject to any decision of the Flight Operations Department (FOD) of the Irish Aviation Authority, any aircraft specifically authorised by the Event Organiser, Ms. Annamarie Mc Hugh, of The National Ploughing Association.

b. Other Flights than those listed at 5.a
i. All other aircraft or flights are not permitted unless for exceptional circumstances. In such circumstances authorisation is required to be given by the Event Organiser, Ms. Annamarie Mc Hugh, of The National Ploughing Association and is subject to decision of FOD.
ii. Any exemptions, alleviations or permissions, granted to civil general air traffic by the Authority, are not valid within this TRA during the periods cited.
iii. Small Unmanned Aircraft (SUAs) including drones and rockets, operating privately or under Aerial Work Permissions are not permitted to operate within the TRA without written Permission from the Flight Operations Department and Event Organisers. SUA’s may be subject to seizure by An Garda Síochána as evidence for potential prosecution and in the interest of Aviation Safety.

7. Note – ‘Other Flights’ (at paragraph 5.b of this direction) are defined as all aircraft or flight operations, including aerial work, which are not detailed at 5.a of this direction and include the following categories of flight;
➢ Ballooning;
➢ Gyroplanes;
➢ Model Aircraft;
➢ Para-glider;
➢ Hang-glider;
➢ Foot Launched Powered Parachuting;
➢ Aerobatic manoeuvres;
➢ Gliders;
➢ Aerial Work flights including, but not exclusive to, banner towing, filming, photography, dropping of articles, aerial application and aerial survey;
➢ Micro-light aircraft;
➢ Flight Training;
➢ Parachute Dropping;
➢ Small unmanned aircraft (including model aircraft and drones).
