‘Air Traffic Flow Management' is defined as "‘a function established with the objective of contributing to a safe, orderly and expeditious flow of air traffic by ensuring that ATC capacity is utilised to the maximum extent possible, and that the traffic volume is compatible with the capacities declared by the appropriate air traffic service providers." EC Regulation 549/2004

Applicable Standards

Air Traffic Flow Management (ATFM) in Ireland is provided in conjunction with the Eurocontrol Network Manager Operations CentreATFM is subject to a number of ICAO and EC Regulations, Standards and Recommended practices. Relevant legislation includes:

  • Commission Regulation (EU) No 255/2010 of 25 March 2010 laying down common rules on air traffic flow management
  • Commission Regulation (EU) No 677/2011 of 7 July 2011 laying down detailed rules for the implementation of air traffic management (ATM) network functions and amending Regulation (EU) No 691/2010.
  • Eurocontrol Safety Regulatory Requirements (ESSARs)
